European Context

European education systems are operating in a context of accelerated digital transformation, intensified by the COVID-19 crisis and the rapid emergence of generative AI.

  • Persistent gaps in basic skills acquisition
  • Especially among learners from disadvantaged backgrounds
  • Risk of amplifying inequalities without clear pedagogical frameworks
  • Teachers with AI exposure but limited preparedness
Main Objective

Develop and validate an evidence-based, ethical and inclusive framework

For the use of AI-powered personalised learning pathways to support basic skills acquisition in secondary education and initial VET (EQF 2-4), without exacerbating existing inequalities and while reinforcing (not replacing) teachers' pedagogical role.

Key insight: Effective use of PLPs depends less on technological sophistication than on pedagogical integration, teacher agency, ethical governance and contextual adaptation.

Basic Skills Addressed

Primary Focus: Digital + Citizenship

Media literacy, critical thinking and informed participation in democratic life.

Digital Skills Citizenship
Enabling Competences

Literacy and Numeracy as foundational competences enabling effective learning in digital and citizenship domains.

Literacy Numeracy
Learners' ability to critically engage with online information, digital content or citizenship-related tasks is often conditioned by their capacity to read and interpret texts, understand quantitative information, or follow logical and numerical reasoning.
